Housing Affordability – Module 2

To help housing counselors take and pass the HUD Certification Exam, NCRC has launched a new self-paced HUD Prep E-Learning Series made available to you online. This series is available on-demand for you to access at your convenience. 

This module has two sub-modules. Module 2.1 explains the difference between renting and buying, and how counselors help clients determine what type of housing is most appropriate for them, depending on their circumstances. We learn how to calculate housing front- and back-end ratios using consumer income and debt information. We also discuss the benefits and drawbacks of renting versus owning a home, including differences in payments, upfront costs and tax implications. We evaluate housing options and the costs and benefits of each. We explain the funds that home buyers need to close on a mortgage and money renters need to sign a lease. Module 2 covers affordable housing options. Counselors learn about the different types of mortgages and related costs, including mortgage insurance. Down payment assistance funds and sources of rental assistance are discussed, including Section 8.

Redlining and Neighborhood Health

Before the pandemic devastated minority communities, banks and government officials starved them of capital.

Lower-income and minority neighborhoods that were intentionally cut off from lending and investment decades ago today suffer not only from reduced wealth and greater poverty, but from lower life expectancy and higher prevalence of chronic diseases that are risk factors for poor outcomes from COVID-19, a new study shows.

The new study, from the National Community Reinvestment Coalition (NCRC) with researchers from the University of Wisconsin–Milwaukee Joseph J. Zilber School of Public Health and the University of Richmond’s Digital Scholarship Lab, compared 1930’s maps of government-sanctioned lending discrimination zones with current census and public health data.
