Four-year community reinvestment plan advances CIT Bank and Mutual of Omaha Bank’s combined commitment to low and moderate-income communities and communities of color
CIT Group Inc. (NYSE: CIT) today announced a community benefits plan developed in collaboration with the California Reinvestment Coalition (CRC) and the National Community Reinvestment Coalition (NCRC) that builds on the combined work of its banking subsidiary CIT Bank, N.A. (CIT Bank) and that of Mutual of Omaha Bank. The plan supports CIT Bank’s announced acquisition of Mutual of Omaha Bank and provides commitments for investments in low and moderate-income neighborhoods of color in the areas of small business, affordable housing and community development, as well as expanded banking services in low-income communities and neighborhoods of color.
Lending and investments would total $7.75 billion over the 2020 to 2023 period and align with the combined retail branch footprint in Arizona, California, Colorado, Florida, Hawaii, Kansas, Nebraska, Nevada and Texas.
Key elements of the community benefits plan include the following goals:
- $6.5 billion of community lending and investments in California, where CIT Bank has $15 billion in deposits from individuals and businesses and the largest concentration of retail branches, to support $2.5 billion in single-family lending, $1.42 billion of multi-family lending, $780 million of small business lending, $1.8 billion of community development lending and investments, and $25 million of charitable grants with a focus on initiatives that support affordable housing, economic development and financial education and wellbeing.
- Adding a retail branch in California, which will serve low and moderate-income customers in a neighborhood of color.
- Reviewing CIT Bank’s policies, procedures and practices to determine alignment with CRC’s Anti Displacement Code of Conduct and agreeing to discuss with CRC and community groups the role the bank can play in reducing involuntary displacement of low and moderate-income individuals and people of color.
- $1.25 billion of community investments, lending and grants in Arizona, Colorado, Florida, Hawaii, Kansas, Nebraska, Nevada and Texas, where Mutual of Omaha Bank’s branches are located.

In August, CIT announced it had entered into an agreement for its Pasadena-based bank CIT Bank, N.A. to acquire Mutual of Omaha Bank. CIT Bank has 64 retail bank branches in Southern California that operate under the OneWest Bank brand, and Mutual of Omaha Bank has 26 retail bank branches across several states. Upon completion of the transaction, CIT would have 90 branches across nine states.

Summary of the Community Benefits Plan
CIT will lend or invest $7.75 billion to people of color, communities of color, low- and moderate-income (LMI) borrowers and in LMI communities over a four-year period from 2020 through 2023. This commitment will triple CIT’s total CRA activity per year, and comes out to approximately 15% of CIT’s post-merger assets.
Mortgage Lending to the Underserved
Community Benefits Commitment: $2.5 billion over 4 years
CIT commits to increase their mortgage lending to African Americans, Hispanic/Latinos, Asian Americans and Pacific Islanders, LMI borrowers, LMI census tracts and census tracts that are majority people of color. CIT commits to tracking and increasing lending to each of these groups, and that increases will be in originated loans and not loan purchases. CIT will also provide $300,000 in grants over the course of the agreement to nonprofit organizations that will assist the bank in reaching additional LMI and diverse homeowner and prospective home buyer clients.
Small Business Lending
Community Benefits Commitment: $780 million over 4 years
CIT will lend $780 million to businesses making less than a million a year and to businesses located in LMI census tracts. To accomplish this. CIT will develop a new small business loan product. CIT will also provide $300,000 in grants over the course of the agreement to nonprofit organizations that will assist the bank in reaching additional LMI small business customers.
Community Development Lending and Investment (CDLI)
Community Benefits Commitment: $1.8 billion over 4 years
Included in this, CIT will provide an annual pool of $14 million for lending to Community Development Financial Institutions, Community Development Corporations, transit-oriented development (TOD) projects and other nonprofit community development funds that benefit small businesses, housing and economic development in low-income and/or underserved communities.
Community Benefits Commitment: $25 million over 4 years
CIT commits to start tracking CRA eligible philanthropic support to organizations led by people of color and commits to increasing the amount of support for these organizations over the term of the agreement. CIT will also support capacity-building efforts and general operating support for non-profit organizations led by people of color. CIT will also increase support for housing and financial capability counseling organizations and organizations that offer financing for homebuyers, support small businesses and provide education and enforcement of fair housing and fair lending protections.
New Branch and Staffing
CIT will seek to open at least one new branch in an LMI neighborhood and/or neighborhood of color during 2020 through 2023. CIT will also strengthen the diversity of CIT’s Board and Executive Leadership. CIT will share this diversity data on an annual basis to verify this accomplishment.
CIT will deliver over $80 million in minority and woman-owned business supplier diversity expenditures from 2020 through 2023.
CIT will meet annually with NCRC and its members, and with CRC and its members, to review and discuss progress toward the agreement’s goals and objectives, as well as new issues and opportunities that arise during the implementation of this agreement. CIT will provide annual progress reports on this agreement, using a format mutually agreed upon with NCRC, CRC and their members.
