Devin Thompson
Devin Thompson is the Director of Health Equity and Impact for NCRC. His expertise lies at the intersection of comprehensive community development (economic development, affordable housing, and human capital development) and their impact on the health and well-being of the community. Having served as a senior staff member at national, regional and local community development organizations, Devin has gained valuable insights into building networks of collective impact.
Before joining NCRC, Devin was senior director of Neighborhood Impact at Martha’s Table, overseeing the buildout of Martha’s Table’s first comprehensive community development framework, redefining the organization’s approach to community engagement and social impact. Devin also spearheaded a community-led strategic plan that was co-designed with over 1,000 community members to reposition Martha’s Table as a community champion and capacity builder. Before that, Devin was a program officer at LISC, where he led the development of social determinants of health programs and facilitated the creation and launch of innovative initiatives focused on financial opportunity and entrepreneurial development. Earlier in his career, he served in executive-level roles, piloting integrated service delivery programs and leading collective impact initiatives at Jubilee Housing, Prosperity Now and Capital Area Asset Builders. Devin’s expertise has been recognized by national organizations that have invited him to train and present to state and national audiences on topics related to comprehensive community development, social determinants of health and collective impact.
At NCRC, Devin develops and implements intersectional programming that supports NCRC’s capacity to impact public health in communities across the country. Building from the power of NCRC’s over 700 members, he is focused on expanding those members’ capabilities to advance their work through a Social Determinants of Health lens.

Haley Schneider
Haley Schneider serves as the Development Coordinator for NCRC. In this role, Haley works to support NCRC’s mission by strengthening fundraising activities. Haley received her Bachelor of Science degree from Texas A&M University, with a focus on Management and Communications. Her involvement with nonprofits and community development projects inspired her to further her education at the Bush School of Government and Public Service, where she earned her Master of Public Administration specializing in Nonprofit Management. During her graduate degree, she worked in client relations and database management for Allies Against Slavery, an anti-human trafficking organization. This experience was transformative in her understanding of the importance of coalition building to create systemic change. An enthusiastic advocate and visionary, Haley is dedicated to uniting individuals and organizations in the relentless pursuit of social justice.

Kaylee Harcrow is the Special Assistant for Programs and Strategic Development. She plays a key role in NCRC’s membership and conference planning work. She graduated from the University of New Hampshire with a Bachelor’s in Social Work. During her undergraduate career, Kaylee interned with NCRC’s Development and Communications teams.

Luis Ortiz
Luis Ortiz has been with NCRC since 2012. As the Senior Grants Specialist, he oversees the grant application process as well as being in charge of grant compliance. Prior to NCRC Luis helped families build wealth through homeownership as a mortgage banker. He then moved to NCRC and as a Housing Counselor helping families navigate the loss mitigation process. He then became a Regional coordinator, managing NCRC’s Housing Counseling Network. One of Luis’s passions is assisting underserved communities in reaching their homeownership goals.

Phil York
Phil York is NCRC’s Development Manager. Phil graduated cum laude from Marietta College in Marietta, Ohio, in 2010 with a B.A. in Political Science and a Business Leadership Certificate where he earned distinctions as a member of three national honor societies – history, political science and leadership. After Marietta, he pursued his nonprofit professional training at the Bush School of Government at Texas A&M University where he graduated in 2012 from the Master of Public Administration program. Beyond Texas A&M, Phil’s professional experience led him to senior fundraising positions at Habitat for Humanity affiliates in Texas (The City of Waco and The City of Bryan) and Maryland (Carroll County) where he raised funds to build safe and decent housing alongside hard-working families. In Washington D.C., Phil’s advocacy efforts continued as he served as a Development Manager at the National Children’s Alliance and the John F. Kennedy Center for the Performing Arts.
