The dispute between the bank and the advocacy organizations became public when representatives from the National Community Reinvestment Coalition in Washington, D.C., said KeyBank made promises to increase its lending to low-income people, Blacks and other minorities in 2016 when it was going through the regulatory process to acquire First Niagara Bank, and it hasn’t delivered.

Data shows KeyBank granted a higher percentage of home loans to Blacks in Allegheny County than Pittsburgh’s largest bank, PNC, which gave 4.6% of its home loans to Blacks; and First National Bank, which hit 3.3%.
