Washington, D.C., could receive more than $2.5 billion in funding for highway and mass transit improvements under President Joe Biden’s $1 trillion infrastructure bill.

A long history of D.C. infrastructure investments that have been spent on projects that accelerated gentrification and widened inequality for Black neighborhoods has some scholars, organizers and activists worried about how this money will be spent. Between 2000 and 2013, D.C. was named the city with the greatest “intensity of gentrification” of any in the country, per a 2019 report from the National Community Reinvestment Coalition.
