WASHINGTON, DC – First Financial Corp., a regional bank headquartered in Cincinnati, Ohio, has committed $1.75 billion to a Community Development Plan negotiated with the National Community Reinvestment Coalition and a coalition of community organizations in Ohio, Indiana and Kentucky.
The plan, beginning in 2018, includes mortgage and small business lending in low- and moderate-income communities, community development lending and investments, philanthropy, and increasing access to financial services in communities of color and through eight new branch locations in low and moderate-income neighborhoods.

The benefits plan will target the areas surrounding Cincinnati, Dayton, and Columbus, Ohio; Indianapolis and Gary, Ind.; and Louisville, Ky. The agreement totals 13% of First Financial’s assets following its 2017 merger with MainSource Bank.
The Community Development Plan will:
- Fund $510 million in single-family mortgage lending in low- to moderate-income areas.
- Fund $750 million in small business lending.
- Fund $450 million in community development.
- Fund $8.5 million in additional grants and philanthropy, primarily unbanked/underbanked individuals.
- Create 8 new branches in LMI neighborhoods.

Summary of the Community Benefits Agreement between the National Community Reinvestment Coalition and First Financial Bank.
First Financial will lend or invest $1.75 billion to low- and moderate-income (LMI) borrowers and in LMI communities over a five-year period from 2018 to 2022. This commitment comes out to 13% of First Financial’s post-merger assets, or 18% of its deposits.
Mortgage Lending to Low- and Moderate-Income Borrowers & Communities
Community Benefits Commitment: $510 million over 5 years
First Financial will adopt a mortgage lending goal for LMI borrowers and neighborhoods of $510 million, which represents an 10% increase. First
Financial also commits to working with members of the community and their newly created advisory board to identify/develop products that address the
needs of LMI communities, census tracts, and people of color (i.e. Mortgage Loans, Multi-family loans, Rehab loans, etc.). As part of this commitment, First Financial will also create a $5 million direct loan pool for mortgages and home improvement loans less than $50,000.
Small Business Lending to Small Businesses & Low and Moderate-Income Communities
Community Benefits Commitment: $750 million over 5 years
First Financial’s lending goal for small businesses and businesses in LMI neighborhoods is $750 million. First Financial will target the MSAs of Cincinnati, Dayton, and Columbus, OH; Indianapolis and Gary, IN; and Louisville, KY through supporting Small Business Development Corporations (SBDC’s) and business incubators with microloan programs.
Community Development Lending and Investment (CDLI)
Community Benefits Commitment: $450 million over 5 years
First Financial will devote $450 million to community development investments and lending. First Financial will focus on affordable housing, community
services, revitalization and stabilization of areas identified by local governments, and those that create permanent jobs which benefit LMI areas
(i.e. CDFI’s, Non-profit Developers, etc.).
Community Benefits Commitment: $8.5 million over 5 years
First Financial will disseminate $8.5 million in grants over the next five years, a 97% increase. Philanthropic giving will focus funding on assistance to unbanked/underbanked individuals, financial education, resources for affordable housing, economic development, neighborhood revitalization/stabilization, and community services.
First Financial will open 8 new branches in LMI neighborhoods. Specifically, new LMI branches will be put in Cincinnati (3), Columbus, Dayton, Indianapolis, Gary, Louisville, KY, including two currently under construction (College Hill in Cincinnati and Gary), as well as a Roselawn (Cincinnati) location that will be relocated and upgraded within Cincinnati in consultation with community partners.
First Financial commits to implementation of a formal Supplier Diversity Program for inclusion of minority-owned business enterprises (MBE), women-owned
business enterprises (WBE) and disability-owned business enterprises (DBE). The goal of this program will be focused on moving from the current
representation of MBE, WBE, and DBE business to 10% of First Financial’s source-able dollars over the course of this agreement.
An advisory board (50% appointed by NCRC) will be created to provide accountability to the plan, as well as technical and strategic advice on our
community development efforts. The main purpose of this board is to seek expertise outside of First Financial and to improve the bank’s focus, as well as to challenge us to strive for excellence in community development. The expectation is that the advisory board will consist of committed community stakeholders in the markets we serve and key internal leaders to create a well-rounded board committed to the same goals. In addition to establishing an advisory board, the FFB Community Development team will meet with representatives from each state (Ohio, Indiana, and Kentucky), at least twice a year to facilitate a balanced and inclusive approach to the execution of the plan.
