Today, gentrification disproportionately affects African Americans, as well as other minority groups in urban areas, in the effort to increase property values. According to a study done by the National Community Reinvestment Coalition, from 2000 to 2013, 20,000 African Americans were displaced from their homes in Washington, D.C.

To create the maps, HOLC examiners classified neighborhoods on a “perceived level of lending risk” based on information they gathered from local appraisers, bank loan officers, city officials, and real estate agents. The age and condition of the housing, Access to transportation, The closeness of popular amenities such as parks, Proximity to undesirable properties such as polluting industries, The residents’ economic class and employment status, The residents’ ethnic and racial composition.

Liu suggested racism also played a part in the funding disparities, citing research conducted in April by the National Community Reinvestment Coalition. Intentionally or unintentionally, they discriminate. Architecture is never neutral; it either heals or hurts. According to a study by the National Community Reinvestment Coalition, three out of four neighborhoods that were redlined on government maps 80 years ago continue to struggle economically.

The central bank’s proposal to overhaul the Community Reinvestment Act differs markedly from the OCC’s regulation in testing, data collection and other areas.

Jason Richardson is research director with the National Community Reinvestment Coalition. They recently released a study conducted with the University of Wisconsin-Milwaukee and the University of Richmond. It analyzed historic redlining maps from communities across the U.S. and compared them with health outcomes in those areas today.What they found was a disturbing pattern.

“If we would have had three to four years of data, I bet the disparity in lending to women- and minority-owned businesses would have been narrower,” said Josh Silver, a senior policy adviser at the National Community Reinvestment Coalition. The CFPB is moving forward with this rulemaking after a settlement reached last year with the California Reinvestment Coalition, part of the NCRC network.

People of color have also faced challenges and discrimination in sustaining their small businesses. According to a study by the National Community Reinvestment Coalition, Black applicants who applied for Paycheck Protection Program loans were treated poorly or unfairly compared to their white counterparts.
